To start, tie a ribbon around your waist. This helps tremendously throughout the measuring process.
For a bust-supporting corset, wear a well fitting and supportive bra, with band and straps snug.

The first measurement is vertical:

Waist to waist over shoulder (for corsets with straps only): Starting at the ribbon on your waist in front, take the measuring tape vertically over your shoulder, down your back, to the ribbon at your back waist.

The rest of the first page is all horizontal measurements, or circumference measurements, around the body:

Bust: This is around the largest part of your bust with a bra on.

Underbust: This is just below your breasts (around the band of your bra) or the bottom of your pectoral muscles.

Waist: This is around your natural waist, where the ribbon is tied.

Hips @ 3": Measure straight down from the ribbon at your waist 3". Then measure around your hips, level with your waist.

Hips @5": Measure straight down from the ribbon at your waist 5". Then measure around your hips, level with your waist.

The second page is all vertical measurements:

Waist to Underbust (not illustrated): Measure from the ribbon to the bottom of your breasts or pectoral muscles, or bottom edge of your bra.

Waist to Bust (not illustrated): Measure from the ribbon to the fullest part of your bust. This should be an idealized high breast, with good support.

Waist to Top Side Front: This will be the tallest part of the corset on an overbust, or just under the breast/pectoral muscle for an underbust.

Waist to Underarm: This will be the height of the corset under your arm.

Waist to Top Center Front: This will be the height of the corset at the center.

Waist to Bottom Center Front: This will be the bottom edge of the corset at the center.
